I read your message re; starting a shelter of some kind and want to commend you for your empathy and reaching out to help others.
I may be able to help in some way, as I have been involved with shelters and counselling and know a few people who could definitely advise you......HOWEVER - you do not say where you are located, or where the shelter would be...
